*Other public agencies may utlitize this Agreement ("piggybacking") with the consent of the Contractor.  Contractor's pricing under this Agreement is based on assumptions regarding minimum enrollment and service volume.  Accordingly, Contractor may limit participation in piggybacking to agencies that meet such minimum requirements.  Contractor shall not be required to extend services under this Agreement to agencies that do not meet these criteria.  Piggybacking agencies must have their own agreements with the Department of Health Care Services and Carelon.
