School Board Election Process: Draft Trustee Area Maps

As previously communicated, on March 13, 2018, the IUSD Board of Education adopted a resolution to commence the process to consider establishing trustee areas for the method of electing members of the IUSD Board of Education. It is important to note, this consideration or process will have no effect on school district or student attendance boundaries.

As background, the IUSD Board of Education members are currently elected by an at-large method. Under an at-large method of election, registered voters within the school district’s boundaries can vote for any IUSD Board of Education candidate. To be eligible in an at-large election, candidates are required to reside anywhere within IUSD boundaries. Under a by-trustee area method of election, eligible IUSD Board of Education candidates would be required to reside within a particular trustee area and IUSD Board of Education members would be elected only by registered voters of that same trustee area.

With the passage of the California Voting Rights Act, many school districts and other municipalities throughout the state have gone through a process to consider their election method systems. As a result of the adopted resolution, the IUSD Board of Education has initiated the consideration of IUSD’s Board of Education’s election process. An initial phase was to seek input on the criteria for creating possible trustee area maps. The school district held two community information meetings and two public hearings prior to hiring a licensed, professional demographer to draft trustee area maps for consideration.

As the next step in this process, the District has published three draft maps, referenced as Green, Purple and Yellow. The draft maps are available for viewing by visiting iusd.org/BoardElectoralProcess and are on display at IUSD’s Administration Office.

The Board of Education will hold two public hearings to seek input from the public regarding the content of the draft maps prior to consideration of adopting a by-trustee area election system and a trustee area map.
