RECRUITMENT AND SELECTION

BOARD POLICY - 4111

Divisions other than Human Resources and persons other than the Superintendent or his designee(s) are not authorized to recruit, offer employment, receive applications, or gather written pre-employment information on candidates. These restrictions in no way infer that individual divisions are not to be involved in the selection of employees. Involvement in this regard is considered essential.

All applications must be processed by the Office of Human Resources.

This process may include:

  • Application
  • Personal Resume
  • Placement File
  • On-line inventories or surveys
  • Testing (Classified applicants)
  • Screening
  • Interview
  • Letters of Recommendation
  • Demonstrations
  • Reference checks

Probationary Employees - Certificated

All contracted certificated employees who are not designated as "temporary" are in probationary status for the first two years of employment in the District.

Probationary Employees - Classified

Classified employees are designated "probationary" for the first six months of employment, after which time they become permanent employees.

Temporary Employees - Certificated

A newly employed certificated employee may be designated as temporary when there are regular employees on leave of absence from a position requiring certification. The number designated as temporary is not to exceed the number of regular teachers on leaves of absence. Temporary employees may also be employed for the first semester of a secondary school year only, based upon the projected reduction in student enrollment due to mid-year graduation.

Categorically Funded Employees

New employees whose initial assignment is in a categorically funded program shall receive a temporary position for a period not longer than a school year.

Such employment will continue on a year-to-year basis with temporary status based on (1) the recommendation of the staff member’s supervisor, related to performance evaluation; and (2) the continuance of the funded program.

Staff serving with temporary status (as described above) may be employed for periods which are less than a full school year and may be terminated at the expiration of the specified term or specially funded project.

In the event of program termination, employees having served with temporary status pursuant to this procedure shall be given first consideration for vacancies within the scope of their certification and preparation.

Service provided as a temporary certificated employee pursuant to this procedure shall be included in computing the service required as a prerequisite to the attainment of, or eligibility to, classification as a permanent employee of this District if (1) such person has served pursuant to this section, for at least 75 percent of the number of days the District’s regular schools are in session, and such person is subsequently employed as a probationary certificated employee.

Substitute Employees - Certificated

A short-term substitute teacher is a certificated person who serves less than 16 consecutive days in the same assignment.

A long-term substitute teacher is a certificated person who serves more than 15 consecutive days in the same assignment and will automatically receive a pay differential for long-term service, beginning with the sixteenth day of service. A long-term substitute teacher is responsible for total conduct of the class, including such things as lesson planning, grading and parent conferences.

Contract - Certificated Employees

The Irvine Unified School District adheres to the continuing contract provision, in which the certificated employee signs the contract only at the time of original employment. Thereafter, the continuation of employment is covered by the Education Code.
