Annual Organizational Meeting

BOARD POLICY - 9100

Each year, the Board of Education shall hold an annual organizational meeting. In any year in which a regular election of District Board members is conducted, the organizational meeting shall be held within 15 days following the second Friday in December after the regular election. During all other years, the meeting may be held on any date in December, but no later than December 20th.  (Education Code 35143)  

On behalf of the Board, the Superintendent or designee shall notify the County Superintendent of Schools of the day and time selected for the annual organizational meeting.

Board Organization and Transition
Prior to the Election of Officers, the President of the Board, if still a member, shall call the meeting to order and ask for nominations for President, as agendized. However, if the President is no longer a member or is not present, the Clerk shall perform this duty. If neither the Board President or Clerk are present, the Board member with the greatest length of service shall perform this duty.

Newly seated Board members will be inserted into the rotation sequence immediately before the current Board President, prior to the Election of Officers. If multiple members are seated simultaneously, their placement relative to each other is determined by the number of votes received from their perspective elections, with the member receiving the highest vote count entering the rotation first among the new members.

At this meeting the Board shall: 

  1. Elect a President to preside over the Board meetings, in accordance with Board Policy 9131: Duties of the President. The President shall nominate the Board Clerk from the members of the Board.
  2. Approve the Board Clerk from its members.
  3. Appoint Board members as school site liaisons and to other responsibilities.
  4. Approve a schedule of regular meetings for the year and designate the December meeting date for the annual organizational meeting.
  5. Designate Board representatives to serve on committees or commissions of the District, other public agencies, or organizations with which the District partners or collaborates.

Election of Officers
Rotation of Officers of the Board of Education
At the annual organizational meeting, the Board shall rotate so that each current and re-elected Board member assumes the vacated leadership roles in a rotation to support continuity and shared leadership. The yearly rotation shall proceed as follows:

It is recommended that the Clerk be nominated and elected to serve as the Board President, as the Clerk role serves as preparation for the President role. Members who do not anticipate remaining on the Board for at least two additional years may want to decline the nomination for Clerk. The open Clerk position is then to be filled by the Board member who meets the following criteria:

  1. is willing to serve; 
  2. has not yet served in any leadership position (President or Clerk) and has served on the Board at least two years;
  3. has the greatest length of service since last Clerk service, if no one qualified under No. 2 above. 

Board Officer Term Limits: To ensure broad participation, no Board member shall serve more than one consecutive year in the same office.

Election Process: The election of Board officers shall be conducted during the open session of the annual organizational meeting.
