Public hearings in the matter of the substitution of sub-contractors under the terms of the “Sub-Contractors Fair Practices Act” may be held by the Deputy Superintendent, Business Services, or designee, all in their capacities as Contracting Officers or Authorized Agents, with the decisions subject to ratification or appeal to the Board of Education.
