Developer Fees

State law allows school districts to levy fees on new construction and construction resulting in an increase of assessable space over 500 square feet for the purpose of providing school facilities.

Current Level 1 Fees Effective June 20, 2022:
Residential Construction:
$4.79 per square foot of assessable space for new residential construction (including additions) within the District boundary;

Commercial/Industrial Construction:
$0.78 per square foot for the retail and services, office, research and development, industrial/warehouse/manufacturing, hospitals and hotel/motel, commercial/industrial development categories within the District boundary; and


Commercial/Industrial Storage:
$0.056 per square foot for the storage commercial/development category within the District boundary.

Paying the Fee 
State law prohibits a city or county from issuing a building permit unless the local school district has certified that the application is in compliance with its Developer Fee Program.    Following is the procedure for obtaining this certification:

Applicant submits plans to the city or county for review and receives a School Facilities Fees Determination form signed and dated by the plan checker showing the square footage and valuation.

Applicant brings the original School Facilities Fees Determination form and a cashier's check payable to Irvine Unified School District for the calculated fee to:

The fee is paid to Irvine Unified School District and the applicant is issued the required Certificate of Compliance.  Applicant will submit the Certificate to the City or County to obtain the building permit.
