CONFIDENTIAL PERSONNEL TECHNICIAN

DEFINITION

The Confidential Personnel Technician is under the general supervision of the Deputy Superintendent and serves as supervisor of the certificated and/or classified technical staff of the Human Resources Division. The Confidential Technician organizes and provides oversight and direction for all technical personnel functions including those of a confidential nature dealing with employee/employer relations, collective bargaining, and related personnel matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Performs a wide variety of highly technical and specialized personnel-related functions, much of which is of a confidential nature.
  • Organizes and expedites the flow of work related to the technical aspects of personnel services.
  • Establishes and monitors complex personnel systems.
  • Facilitates the smooth flow of records from human resources through fiscal services and payroll.
  • Responds independently to inquiries for personnel-related information.
  • Communicates with a wide variety of staff and applicants regarding employment-related issues.
  • Prepares a wide variety of reports requiring considerable interpretive judgment.
  • Coordinates the record keeping activities of the department and may verify the work of technical staff.
  • Performs technical duties which require specialized training and experience in order to apply legal and policy regulations to specific situations.
  • Develops procedures to expedite transmittal of information in support of policies, programs or directives.
  • Other, as assigned.

QUALIFICATIONS GUIDE

Knowledge of:

  • Correct English usage, spelling, grammar, punctuation and composition; fundamentals of mathematical calculations.
  • Current technology, software applications, office methods, procedures, and equipment.
  • Methods used in compiling statistical reports.
  • Word processing, spreadsheet, and database programs
  • Principles of supervision and staff training.

Ability to:

  • Perform a variety of complex technical assignments independently.
  • Exercise good judgment in processing of confidential information.
  • Utilize computer technology and software to expedite smooth processing personnel records and data.
  • Relate well to a variety of individuals, including staff and applicants.
  • Understand and apply complex policies and rules.
  • Coordinate the work of others.
  • Understand and carry out oral and written instructions.
  • Anticipate peaks in workload and reallocates resources to manage same.
  • Maintain cooperative relationships with those contacted within the scope of work.

Training and experience:

Equivalent to completion of twelfth grade, supplemented by additional specialized training or work experience in human resources. Five years of increasingly responsible experience, which has included the exercise of independent judgment, preferably including experience in school personnel services, or any combination of training and experience that could likely provide the desired knowledge and abilities.
