BOARD POLICY - 6174

The Irvine Unified School District will provide English Learners with challenging curriculum and instruction that facilitates English proficiency development and academic success in the district course of study as rapidly and effectively as possible.

The Irvine Unified School District will identify in the Local Control Accountability Plan (LCAP) goals, specific actions, and services to enhance student engagement, academic achievement and other outcomes for English Learners.

Opportunities will be made available to encourage parent/guardian and community involvement and shared leadership in the development and evaluation of programs and services for English Learners.

English Learners will be provided instruction for English language and literacy skill development that is targeted to their English proficiency levels and aligned with state content standards and curriculum frameworks. The district’s program will be based on sound instructional theory, will use standards-aligned instructional materials, and will be appropriately supported so that English Learners can successfully access the full educational program.

The Irvine Unified School District will ensure that teachers employed to provide instruction for English Learners possess the appropriate authorization from the Commission on Teacher Credentialing. Focused and ongoing professional learning will be provided for teachers, administrators, and other school or community-based organization personnel to 1) improve the instruction and assessment of English Learners, 2) develop instructional plans, assessments, curriculum, and strategies that facilitate the learning and academic success of English Learners, and 3) address the sociocultural needs of English Learners and provide opportunities for teachers to engage in supportive, collaborative learning communities.
